			<content:encoded><![CDATA[<p>DATAX is pleased to announce, that on 8th of November 2011 Project GreenNets (Power consumption and CO2 footprint reduction in mobile networks by advanced automated network management approaches) has been started.</p>
<p>GreenNets is an R&#038;D project, the result of which will be advanced software and toolsets to optimize the energy consumption of mobile networks. The project partners are high-tech companies and leading research centers in Poland, Germany and Lithuania.</p>
<p>Reduction of electricity consumption is a strategic objective of each of the mobile operators. It comes not only from the need to reduce operating costs and enhance environmental care. This need is further reinforced by the guidelines of the European Union directive entitled &#8220;Energy 2020&#8243;. This document indicates the energy priorities for the next 10 years.<br />
It imposes an obligation to reduce greenhouse gas emissions by 20%, to increase the use of renewable energy sources to 20% and to introduce 20% savings in electricity consumption. GreenNets project guarantees a reduction in energy consumption by at least 10%.</p>

			<content:encoded><![CDATA[<p>Wireless communication plays an irreplaceable role in emergency and disaster relief situations. The enhancement of communication networks and devices used by Public Safety officers can reduce the loss of human lives and improve the security of all citizens. Some of the current limitations of public safety systems in emergency and disaster relief scenarios are </p>
<ul>
<li>Lack of network capacity in emergency scenarios,</li>
<li>Lack of interoperability and </li>
<li>Lack of support for broadband data rates.</li>
</ul>
<p>The diversity of wireless communication technologies used by public safety organizations often inhibits the cooperation between different agencies. Scenarios are characterized by the coexistence of a variety of radio and satellite communication systems. In the aftermath of crisis scenarios, exceptional traffic demand can exceed the capacity and coverage provided by any single wireless communication infrastructure.<br />
There is the need for harmonized procedures, interoperable technologies and solution frameworks, which can exploit the synergies of heterogeneous communication technologies.</p>
<p>The workshop will present the results of two FP7 projects in the area of public safety communications:</p>
<ul>
<li>The CELTIC project called Federated TestBed for Pub- lic Safety communication (FT-PSC) focuses on develop- ing of a cooperative platform for the pur-poses of mod- el-based simulation and testing of vendor independent network elements (NE), user equipments (UE) and tai- lored applications which can be used in PSC. One particular goal of this project is to create a common frame- work where different network equipment and SW vendors will have a possibility to evaluate and optimize their products using geographically distributed resources.

<li>Project HELP is working towards the establishment of a comprehensive solution framework for supporting public safety communications aspiring to significantly enhance the communication resilience and responsiveness in emergency situations. The solution framework is being built on two pillars: network sharing and spectrum sharing. Network sharing refers to the shared use of a network, or a part of it, by multiple users. Spectrum sharing is the application of technical methods and operational procedures to permit multiple users to coexist in the same region of spectrum.

<p>Project HELP is a Framework 7 Coordination and Support Action (CSA) from Call FP7-SEC-2010-1 on topic “Aftermath crisis management &#8211; phase I”. Project partners are: Universitat Politècnica de Catalunya (UPC), British Association of Public-Safety Communications Officers (BAPCO), Joint Research Center (JRC), CASSIDIAN and DATAX. <p>New QBooster represent continuation of our approach to make things easy for optimisation engineers. The tool features user interface familiar to users of QBooster 2.x series enriched by multi-window capability. Now it is possible to open multiple maps, neighbour optimisation lists or benchmark cells according to different criteria.</p>
<p>New QBooster features include:</p>

<li>multiformat map printing support</li>
<li>flexible Active Cell sorting interface</li>
<li>full management of the measurements database</li>
<li>interface to add sites and cells/sectors</li>
<li>real interference mapping (version 1.6 supported only visualisation of so-called overlapping)</li>

<p>While developing QBooster frequency allocation algorithm a number of objectives for the behaviour of the algorithm were set. The most important ones are the following:</p>
<ul>
<li>Finding &#8220;close-to-optimal&#8221; solution in a very short time and then search for an optimal one in a longer time</li>
<li>Overcoming local minimums and getting out of them</li>
<li>Eliminating wrong path in the allocation process</li>
<li>Evaluating different paths from best scores</li>
</ul>
<p>Above objectives were successfully met in QBooster AFP Engine yielding spectacular convergence times. Already after only small number of iterations the cost function value drops down considerably.</p>
<p><strong>AFP Allocation Quality Assurance</strong></p>
<p>QBooster offers number of methods of allocation quality assurance that give peace of mind for both RF Managers and RF Engineers:</p>
<ul>
<li>Assessment of Cost Function (CF) value for current and new channel allocation</li>
<li>&#8220;Start from current plan&#8221; option in Frequency Allocation Wizard</li>
<li>&#8220;Per Channel&#8221; Cost Function breakdown</li>
<li>Sanity Check and Consistency Check</li>
<li>Post-implementation KPI assessment</li>
</ul>
<p><strong>AFP Allocation Results Analysis</strong></p>
<p>During each of steps of allocation run user can inspect number of violated constraints and thier impact on the total value of Cost Function. Furthermore, it is possible to analyse components of Cost Function on &#8220;per channel&#8221; basis giving RF Engineer full information about violated constraints, associated penalties and interference cost.</p>

The split between BCCH and TCH bands &#8211; if used &#8211; can be modelled regardless of the split type.<br />
Three hopping modes are fully supported:</p>
<ul>
<li>No Frequency Hopping</li>
<li>Baseband Frequency Hopping</li>
<li>Synthesized Frequency Hopping:
<ul>
<li>SFH 1:1, 1:3, 2:2 etc.</li>
<li>SFH &#8220;Free TCH&#8221; with fixed or variable MAL lists length</li>
<li>SFH based on hardware load with variable MAL lists length</li>
<li>SFH with allocation of multiple MALs</li>
</ul>

<p>The following basic channel separation types are fully configurable:</p>
